Abstract

The beginning of the 7th / 13th century AD was a milestone in the history of the Abbasid Caliph Al-Nasir Ladin Allah, who died in 623 AH (1225 AD), and in the history of the Islamic State, where the Abbasid caliphate began wide and important reforms in the Islamic community in general, and in the society of Baghdad and Iraq in particular, and the most important of these reforms were: He made a comprehensive and complete change in the bullying system, which was common in large areas of the Islamic state in general, and in Iraq in particular, he abolished the old bullying system existed in old times, and founded a new Fatwa known as the «Bullying Nasiriyah», so that the bully anywhere in the Islamic world under the authority of the Abbasid caliphate followed loyalty to the caliph that triumphed the religion of God personally. He allows people to join in the bully, and he asks the princes of the parties and kings and sultans in the Islamic state to join the bully, as well. And these princes, kings and sultans ask their people, on behalf of the Caliph, to join the bully, thus all Muslims joined the new «Bullying Nasiriyah»; the younger and the most powerful, according to the expression of Ibn al-Mu›ammar al-Baghdadi in his book «Al- Fatwa», in which he ordered by the order of the Abbasid Caliph Al-Nasir to the religion of God the new system of fatwa
